When goods must move
under customs control

A T1 transit document is a customs declaration that allows goods entering the European Union, but not yet cleared for free circulation, to travel under customs control until they reach the final destination or designated customs office.

This procedure is especially relevant when goods arrive at a major port or border but need to be transported inland for final clearance, storage or onward processing. By using a T1 document, duties and taxes are suspended while the goods remain under customs supervision as they move across EU territory or EFTA states.

If a transit procedure is not closed correctly at the destination, customs may treat the shipment as non-compliant, with potential financial liabilities for outstanding duties and taxes.

Transit procedures are governed by European customs rules that allow goods to travel without immediate duty or VAT payment, provided they remain in customs control throughout the route. A T1 document is submitted electronically via the New Computerised Transit System (NCTS), which enables customs authorities to monitor and track the movement of goods from the point of departure to the final destination.

Managing a transit movement involves verifying that seals, documentation and guarantees are in place and ensuring that the procedure is properly discharged at the destination customs office. This reduces the risk of unexpected duty assessments and supports consistent compliance throughout the logistics process.

Transit is often used not only for straightforward border crossings within the EU, but also when goods move from the EU to EFTA countries, or through multiple customs territories under the Community Transit Convention.
