For regulated plants and plant products, release is conditional on plant health compliance in addition to customs formalities. This means consignments can be selected for official controls at the point of entry, starting with document checks and, where required, identity and physical inspection.

A phytosanitary certificate is often required for entry, issued by the exporting country’s plant protection authority and confirming compliance with EU plant health requirements.

In the Netherlands, these controls are coordinated through the competent authority and linked to the EU documentation flow. If documentation, notification timing or inspection planning is not aligned with the logistics flow, consignments can be held, which affects continuity and cost, especially for time-sensitive goods.
